Newstar Hotel Concept  
 
Newstar had its architects design a Resort Condo Hotel and Casino based on our ideas and concepts which would succeed in any country in Africa and Europe. It was designed especially for construction in an urban setting where land is at a premium utilizing approximately 1.8 hectares of land to accommodate a structure that would contain 700 hotel rooms and suites and approximately 240 condominiums. The hotel can also be designed for areas where considerable amount of land is available in resort areas on the oceanfront with beachfront property, gold course, athletic center (tennis courts, swimming complex, etc).

The dimensions of the hotel and the land needed to build this magnificent structure is as follows;

1. Total land area required -
a) 600 feet x 500 feet or 182.88 meters x 152.40 meters (Total square area of 300,000 square feet or 27,890.91 square meters. Total area is 4.59 acres of land or 1.8959 hectares of land needed for this hotel.
b) A buffer zone is required around the hotel, for the hotel entrance, to drop off the hotel guests and to pick up the hotel guests. The actual dimensions of the hotel, with the first 3 floors are;
2. Underground Parking -

There will be 2 underground floors for parking. The overall dimensions of each floor will be 500 feet by 400 feet (152.40m x 121.92m) , or 200,000 square feet (18,580.61 square meters), with approximately 160,000 square feet of underground parking space per each floor (14,864.49 square meters) . A parallel parking space, marked off to accommodate large luxury and compact cars, will be approximately 9 feet by 22 feet (2.75 meters x 6.7 meters) or 198 square feet (18.39 square meters). This will provide sufficient parking space for 800 cars per each floor, or a total of 1,600 cars.

A special area will be allocated for Valet Parking area and VIP Parking Area for Cars with private chauffeurs. A waiting room for Chauffeurs will be close by, with a phone and a paging system, whereas the Concierge will be paging the drivers to bring the cars up for pick up of the VIP's.

3. Hotel Dimensions - Mezzanine Area

The base floors of the hotel will be 3 floors with the following dimensions; 500 feet x 400 feet, 152.40 meters x 121.92 meters (for a total square foot area for each of the 3 ground floors are 200,000 square feet or 18,580.61 square meters).

a) Ground Floor -

Hotel Reception - one side for guest registration, and another side for check out. A very large lobby area with sitting areas, lots of live plants, marble floors. The Ground floor will also feature a Restaurant, Night Club, Drinking Pub, Coffee Shop, McDonald's franchise restaurant, hot dog stand. Escalators to the 1st floor and 2nd floor. High speed elevators to hotel rooms up to the 12 floors, and special express elevator to floor 14 - 18, which will contain the office, residential condos. A special high speed elevator will also be available to take hotel guests and visitors to a 5 star rooftop round restaurant on the 20th floor. There is no 13th floor, which will be skipped, and instead, we will go in chronological order from 12th - 14th floor. Access to the private residence and office condos floors 14th - 18th, can only be accessed by those with a special key for the elevator.

b) 1st FLOOR:

1. State of the art FITNESS CENTER of about 1,500 square meters, with weight room, aerobics room (treadmills, stair climbers) stationary bikes, free weights, swimming pool, men's and women's locker rooms, and private massage therapy rooms (6) for men and women, with steam and hot dry sauna. The Fitness Center is available to hotel guests, residents and the general public (by membership only to non-hotel guest or residents.

c) 2ND FLOOR

A. A 15,000 square meters casino, with 500 slot machines, and various gaming tables such as craps, blackjack, poker, baccarat, roulette. Bar on the premises.

Rooftop swimming pool, cabanas, bar and entertainment lounge for hotel guests and residents. The swimming pools are rather unique, in that there are 3 swimming pools, at a three tier level, which each pool - with a waterfall system with water cascading from Pool 1 into Pool 2, and Pool 2 waterfall cascading in Pool 3. Pool 3, at night, can be covered with an automated acrylic pool cover and used as a dance floor for those that want to dine and dance al fresco..

4. Hotel Dimensions - Hotel Tower

The Hotel Tower which rises from the 2nd floor, will be built with the following dimensions; 400 feet x 300 feet (121.92 m x 91.44 m) for a total floor area of 120,000 square feet, or 11,148.36 square meters. Approximately 100,000 square feet ( 9,290.30 square meters) available, after deducting the square footage needed for elevators, emergency staircase, hallways, storage rooms, etc.,

4th Floor - 6th Floor

Beauty and grace embrace the hotel guests. Each room is a masterpiece of exquisite luxury and impeccable service. Each floor will have a total 120 rooms, for a total of 360 rooms. Each room features the following amenities;

AURORA SUITES

  • Approximately 700 square feet (65.03 square meters)

            APPOLO SUITES

Approximately 1,800 square feet (167.23 sq. meters), two bedroom  and one bedroom suites, luxuriously appointed, with a private den of approximately 200 square feet (18.58 sq. meters)  to be used as an office and working area for the business traveller.   Each floor shall have 34 two bedroom units and 36 one bedroom units, for a total of 70 rooms on each floor, or a total of 140 room.

             The entire floor will consists of fantasy suites, each suite ranging in size from 2, 200 square feet (204.39 square meters) to 3,200 square feet (297.29 square meters) two bedroom units, and a full size fully enclosed office suite.  There will 30 suites – the Milky Way Suites with 2,200 square feet and 10 suites  - Empire Suites of 3,200 square feet (297.39 sq. meters) on this floor.  All suites will come with 2 full size bedrooms, an office suite and a formal dining room.  A live – in maids room or nanny’s room also comes with the suite, for those who travel with the help or assistant.  There will be about 5 – 6 different suite types, ranging from traditional to contemporary to ultra – modern interior decorating themes and furniture.  See photos attached for details.

    Circular all glass 8,000 square meter 5 star (international cuisine) restaurant and night cabaret for entertainment for our exclusive VIP clientele, for hotel guests, residents and members only.
  • General Terms And Conditions
    •  Newstar, as Managing Partner, shall have the overall responsibility and control over the development of the entire project from start to finish and shall have the management control of the hotel once it commences operations.

    • At the present time, the project exists only as a concept, and no business plan, master plan, property site feasibility studies, soil testing and engineering.  Architectural   concept renderings and elevations have been developed by the Principal. Before the project can get off the ground, a Master Plan has to be developed and made available to the architect. A joint venture agreement defining the role of the Principal and Managing Partner until an architect is retained by the Principal and Managing Partner must be effected and implemented under terms and conditions defined herein. Funding cannot be arranged by Newstar  until an architect is retained by the Principal and a Master Plan developed by the Architect. The Principal, NEWSTAR INVESTMENTS LTD., is responsible to provide detailed design plans before we can proceed. Newstar has developed the  concept plan and design in the form of a DVD developed by our architect.

    • NEWSTAR has retained the architectural firm of PAUL STEELMAN DESIGN GROUP (Project Architect) to provide preliminary design services and Master Concept Plan. As Design Architect, Steelman shall provide Concept Master planning and Architectural Design Services for the master plan as noted in the “Design Service Proposal” submitted by architect

Project Architect will be responsible for the development of Concept Master Planning and Programming, and will work with Managing Partner and consultants to establish a comprehensive and detailed plan which will be presented in the form of DVD Graphics and Preliminary renderings in the form of large presentation size colored plan, character sketches and image sheets that will convey the appropriate development character and design themes for before the FINAL DEVELOPMENT CONCEPT PLAN is produced. The final Master Concept Plan shall include:

  • Site Analysis Plan
  • Concept Development Master Plan
  • Land Use/Circulation Plan
  •  Three (3) Aerial Perspectives
  • Character sketches and images mounted on boards to illustrate general character of the development.
  • Project Architect shall submit to the Managing Director of Newstar, V. W. Allison, the final master concept plan either in Las Vegas for final approval and/or design modifications. Architect will then submit a final set of plans and DESIGN CONCEPT DEVELOPMENT MASTER PLAN to Newstar and Principal, with projected cost estimates. Managing Partner shall meet with local architect appointed by STEELMAN to begin the process of obtaining local building permits for the construction of the project. Managing Partner will arrange for a land survey and topographical survey of the proposed site, arrange for soil investigation and commission Project Architect to provide civil engineering plans, architectural plans, structural plans, structural, mechanical and electrical plans, as well as interior designs, lightning, fixtures, furniture and infrastructure plans such as waste management, water treatment plant, standby power generation, sanitation, refuse removal, parking and amenities.

  • Managing Partner shall work closely with Project Architect and Construction Project manager to oversee the construction company and subcontractors to coordinate the work performed on the project to assure timely completion and compliance to quality of construction, engineering and cost control. Managing Partner shall appoint Project Coordinator to oversee the entire project from start to finish.
  • Project Financing
    • Newstar shall be responsible for arranging funding for the construction of the project and start up working capital. The preliminary estimates, in collaboration with Project Architect, with whom Newstar has been working with for the past few months at a considerable expense and time spent on this project, has been budgeted for $82,000,000 construction cost, and $25,000,000 soft costs (furniture, fixtures, slot machines, gambling tables, security videos, etc.) for a total project cost of $107,000,000.

    • Managing Partner shall retain the services of a local consultant in the country or province where the project is proposed to be built  familiar with hotel market and economic conditions in the targeted country, in order to develop a complete business plan for presentation to capital markets and underwriters in New York, London and Hong Kong. The business plan, supplemented by the Master Concept Plan and 5 years financial projections, will have to be completed for distribution to private investors and investment banking groups. Newstar plans to approach investment banking firms such as Deutsche Bank, First Boston, Bear Stearns, Prudential Bache and Union Bank of Switzerland.

    • We are conferring with Mr. Jerry Herbst and the Senior V.P. of Harrah’s, one of the largest casino operations in the world, and also Mr. Steve Wynn, one of the most successful hotelier and casino operator, with several major hotels and casinos to his credit, for his assistance, and possible involvement in this project. Mr. Paul Steelman was project architect for Steven Wynn for several years before becoming an independent architectural design firm. Steve Wynn’s latest project is the development of LA REVE, a 10,000 room 5 star hotel/casino project in Las Vegas being designed by PAUL STEELMAN DESIGN GROUP. Mr. Wynn is the former owner and developer of such hotels as the Mirage, Belagio and several other major hotel properties in Las Vegas

To complete the conceptual drawings, master plan and business plan for presentation to investors either through a private placement underwriting or limited partnership offerings, Newstar requires an initial start up capital of $3,000,000.

8.0      SUMMARY

The proposed hotel is to be built and operated to the strict compliance of a 5 Star Hotel.    Condominium units can be pre-sold during the construction phase, with the price ranging from $2250,000 to $1,500,000.  

WE ESTIMATE THAT THE ENTIRE INVESTMENT CAN BE RETURNED WITHIN 18 MONTHS

Condominium Sales shall gross approximately $123,000,000 – which is more than sufficient to offset the cost of construction of approximately $80,000,000 not including the cost of the land, furniture and fixtures.

Standards of hotel classification

The term five star hotel is always associated with the ultimate luxury (and, by implication, expense).   Well-established prestige hotels are usually content to claim the traditional five . Rarely is a facility granted this accolade on opening day. The industry knows that a certain standard is expected. Customers know what to expect.  What counts is management,  quality of service, and the staff.   Quality, Service and Consistency are all that count.
There is no international classification which has been adopted. There have been attempts at unifying the classification system so that it becomes an internationally recognized and reliable standard. Food services, entertainment, view, room variations such as size and additional amenities, spas and fitness centers and location may be considered in establishing a standard.
The more common classification systems include 'star' rating, letter grading, from 'A' to 'F', diamond or simply a 'satisfactory' or 'unsatisfactory' footnote to accommodation such as hostels and motels. Systems using terms such as Deluxe/ Luxury, First Class/ Superior, Tourist Class/ Standard, and Budget Class/ Economy are more widely accepted as hotel types, rather than hotel standards.
NOTES:

Where lands is available, the hotel can be expanded to have a bigger casino, a convention center, a pool area outside (not on the rooftop) and ground level parking, as well as a golf course, tennis and shopping mall.
